Description
Mood Food is built around L-theanine, the amino acid found naturally in tea leaves. Morning Bird's stated intent is to take the edge off behavioural stress without sedating the bird — the mechanism they cite is alpha brain-wave promotion and neurotransmitter balance.
The situations they name are the ordinary ones that unsettle birds: travel, a change of environment, loud noise, pacing, excessive screaming and feather plucking.
What it is honest to expect
This is a nutritional supplement, not a sedative and not a treatment. It is reasonable to try when a bird is unsettled by something specific and temporary — a house move, a stay with a sitter, building work next door, a long car journey.
It will not stop a plucking bird from plucking. Feather destructive behaviour has a long list of causes — medical, hormonal, nutritional, environmental, behavioural — and most of them are not addressed by a calming supplement. A bird that has started plucking needs an avian vet first, to rule out the physical causes, and then usually a change to its environment and routine. Anyone who tells you a powder fixes it is selling you something.
Excessive screaming, likewise, is nearly always a learned behaviour or an unmet need. This may help a stressed bird settle; it does not replace working out what the bird is asking for.
Dosing
In water: ¼ teaspoon per ounce of drinking water, changed daily.
In food, every 8–12 hours:

Cautions
Not for human consumption. Keep away from children. Not for birds kept for meat or egg consumption. If your bird's behaviour has changed suddenly, see an avian vet — a sudden behaviour change in a bird is very often a sign of pain or illness rather than mood.
