Good for budgies? Yes — the Small is one of the better shredders for a budgie, because each segment is sized for a small beak.
Do segments fall off? They come loose as the bird works through them. That is how it is meant to go.
Is it messy? All palm shredders drop fibre. Hang it away from food and water bowls and cleanup is easy.
