Description
Preening is not grooming. It is a large part of how a bird spends its day — running each feather through the beak, zipping the barbs back together, working oil through the plumage. A wild bird also preens its mate. A bird on its own, in a cage, with nothing fibrous to work on, has that behaviour with nowhere to go.
Preening toys give it somewhere to go: bundles of strands the bird can pull through its beak by the hour.

If your bird is plucking
Preening toys are often recommended for feather plucking, and they are worth having. But we would rather be straight with you than sell you false hope: a preening toy does not stop a plucking bird.
Feather destructive behaviour has a long list of causes — skin disease, parasites, pain, liver problems, malnutrition, low humidity, hormonal frustration, boredom, anxiety, a change at home. Most of them are not solved by a toy. A bird that has started plucking needs an avian vet first, to rule out the physical causes, and then usually changes to diet, light, humidity, routine and company.
Where these help is as part of that work, and as prevention — a bird that has always had something to preen is less likely to start on itself.
Rope and strand safety
Everything here is fibrous, which is exactly the point and also the thing to watch. Super Bird Creations are direct about it: "Bird owners have a responsibility to check their bird's rope toys daily and to cut back or discard rope toys when they become frayed."
Long loose strands wrap around toes and cut off circulation, and a bird can lose a toe overnight. Trim them short with scissors as they work loose, and replace the toy when trimming is no longer enough. Natural fibres only — cotton, hemp, jute, sisal — never synthetic blends.
